Solution :
Désinstallez EasyPhp;
installez Microsoft Visual C++ 2008 redistribuable (gratuit) ;
installez EasyPhp : cela fonctionne.
Symptôme et solution testés sur des PC allant de "plutôt vieux" (proc à 800Mhz, SDRam...) à "plutôt récent" (proc dual coeur 3Ghz, DDR2 ), processeurs AMD ou Intel; Windows XP home, XP Professionnel ; Vista Home Basic, Premium ; Seven Home Basic, Premium, Ultimate 64 bits.

Pour Windows 7, il semble que la seule DLL MSVCR110.Dll soit manquante pour Apache.
