new user : SQL not starting

Good morning,
I can't get SQL to start. Firewall settings ok, password set in config.inc.php .
If using phpadmin, #1045 - Access denied for user 'root'@'localhost' (using password: NO)
Is there a config.inc.php in another locaion that might be used?
Also , allthough I have admin rights, and folders/files are not read only, My access to config.inc.php is denied, and I need to do all kinds of tricks to change this file.

any help would be great

Can you try run EasyPHP as Administrator, or disable Vista UAC ?

PHPadmin is running now ! I can access my databases. However still not able to start Mysql from easyphp
