extension postgres

Hi, i'm trying to load pgsql extension but it don't work.
I modify php.ini and when i save the file it occurs a message:

PHP Startup: Unable to load dynamic library d:\tools\softs\easyphp5.3.0\php\ext\php_pgsql.dll

OS can't execute %1
