[5.3.3, Vista/Seven] Blank page or Warning: mysql_connect() [function.mysql-connect]: [2002] A connection attempt failed because the connected party did not (trying to connect via tcp://localhost:3306)

I have read the FAQ and done everything I can with regards to Admin access to the hosts file and the EasyPHP directories as well as adding a localhost 127.0.0.1 entry to the hosts file. I'm tearing my hair out four hours in and I'm out of things to try. Anyone?

use localhost as host entry in PHP scripts, etc.
