Help connexion Ip socket (Urgent :p) - localhost unexists

Hy,
I'm researcher and not familiar with windows technical features.
I use php to analyze big files on local.

After network problems, I suppress many unusefull windows services, and limit NTFS rigth to user and system (full control).

But now, easyphp failed to launch.
The log error is:
InnoDB: Started; log sequence number 0 0
Can't create IP connection (socket): no such files or directory
[error] aborting
InnoDB:starting shutdown.

I verify my services and activates IPSec, TCPIP, Netman, dhcp...
and the command "ipconfig /all" show the ethernet card disconnected, and "netsat -a" show no open port (so not 127.0.0.1)

If I understood, the localhost is not here...
Can you help me please to activate it and launch easyphp... ?
it's very urgent : I can't work :p
